Once the source is stopped, a restoration provider handles what the water already did: extraction, drying, and repair of affected materials. This is a separate skill set from plumbing repair.
If the water source is still active, you likely need a plumber first. If there's already standing water or wet materials, from either a currently active or already-stopped source, you need a restoration provider. Many situations need both, often at the same time.
